SharePoint 2007 workflows are available to business users at the list or document library level. Workflows can be added to documents or list items. Workflow can also be added to content types.
Using Office SharePoint Web Designer
While SharePoint Services includes a library of workflow templates, you can also create your own business process workflow templates. You can build workflows with the code-free workflow editor, Microsoft Office Sharepoint Designer.
